Qelvea Refined Finish Index™
This Accreditation Pack sets out the framework, requirements, and conditions for accreditation under the Qelvea Refined Finish Index™ (RFI).
Accreditation reflects conformity with a private professional standard and is subject to assessment. Approval is not automatic.
1. Purpose of the Accreditation Pack
This pack exists to:
- explain what accreditation under the RFI represents
- define eligibility and scope
- clarify evidence and assessment requirements
- outline licensed use, renewal, and governance
It is designed to support clarity, consistency, and fairness.
2. About the Refined Finish Index™
The Qelvea Refined Finish Index™ is:
- a private professional standard
- outcome-led and evidence-based
- focused on refinement, wearability, and longevity
It is not a regulatory scheme, certification, or endorsement, and does not replace professional or legal obligations.
3. Who May Apply
Applications may be submitted by:
- individual practitioners
- studios or service providers
Applicants must be operating within professional beauty services relevant to the scope applied for.
Accreditation applies only to assessed services, not to a practice as a whole.
4. Services Eligible for Accreditation
Accreditation may be sought for:
- Lash Lifts
- Brow Lamination
- Brow Shaping / Tinting
- Related services (subject to review)
Each service is assessed independently.
5. Accreditation Levels
Where conformity is demonstrated, accreditation may be granted at one of the following levels:
- RFI Conformant
- RFI Advanced
- RFI Signature
Levels reflect measured degrees of conformity with the published criteria.
They do not imply ranking, endorsement, or superiority.
6. Evidence Requirements
Applications are supported by outcome evidence, not qualifications.
For each service applied for, applicants should submit representative case sets, typically including:
- a before image
- an immediate after image
- an in-wear image showing how results settle over time
Evidence must be:
- recent
- representative of normal work
- anonymised
- minimally edited
Testimonials, reviews, and training certificates are not assessed.
7. Assessment Process
Submitted evidence is reviewed against published RFI criteria, including:
- structural harmony
- symmetry and balance
- softness and flexibility
- wearability
- longevity readiness
Assessment focuses on outcomes over time, not trends or intensity.
8. Decision-Making
Following assessment, a governance-led decision is made.
Possible outcomes include:
- accreditation granted
- accreditation granted with conditions
- deferral pending clarification
- non-grant
All decisions are made in accordance with published governance procedures to ensure fairness and consistency.
9. Licensed Use
Where accreditation is granted:
- limited licensed reference to the RFI may be permitted
- approved wording and marks may be used
- scope, level, and validity are clearly defined
Licensed use is:
- time-limited
- non-transferable
- subject to renewal
Use of the RFI outside licensed terms is not authorised.
10. Public Register (When Live)
Where applicable, accredited professionals may appear on the Public Register.
Listings:
- indicate current recognition only
- are informational
- do not constitute endorsement or recommendation
Register inclusion is optional and subject to compliance.
11. Renewal & Ongoing Alignment
Accreditation is not permanent.
Renewal typically requires:
- a renewal declaration
- updated representative evidence
Failure to renew results in expiry of licensed use.
12. Misuse & Enforcement
Misrepresentation or unauthorised use of the RFI may result in:
- correction requests
- suspension or withdrawal
- application of unauthorised use fees
Enforcement is proportionate and governed.
13. Appeals & Complaints
Defined procedures exist for:
- procedural appeals
- administrative complaints
Appeals assess whether published procedures were followed correctly.
They do not reassess aesthetic or stylistic judgement.
14. Limitations of Accreditation
Accreditation under the RFI:
- does not guarantee outcomes
- does not regulate practitioners
- does not replace professional responsibility
It reflects conformity with a private professional standard only.
15. Before You Apply
Before submitting an application, consider whether:
- your work prioritises wearability and longevity
- you are comfortable submitting representative evidence
- you understand that accreditation is time-limited and reviewed

Personal data submitted as part of an application is processed solely for the purposes of assessment, governance, licensing, renewal, verification, and enforcement of the Refined Finish Index™.
Data is limited to what is necessary, handled confidentially, and retained only for as long as required to administer the standard.
