Qelvea Refined Finish Index™
The Qelvea Refined Finish Index™ (RFI) is administered through defined governance arrangements to ensure fairness, clarity, and consistency in all assessment and licensing decisions.
This page explains how governance operates and how integrity of the standard is maintained.
Purpose of Governance
Governance exists to:
- protect the integrity of the RFI
- ensure consistent application of published criteria
- prevent conflicts of interest
- support proportionate decision-making
- provide clarity for applicants, licensees, and the public
Governance is fundamental to maintaining trust in a private professional standard.
Independence
Qelvea Standards operates independently from service delivery.
- Qelvea Standards does not provide beauty treatments
- Accreditation decisions are not influenced by commercial service provision
- Assessment and governance decisions are separated from any client-facing activity
This separation protects impartiality.
Assessment & Decision-Making
All applications and renewals are:
- assessed against published criteria
- reviewed using outcome-led evidence
- decided through defined governance processes
Decisions are made to ensure:
- consistency across applicants
- proportionality in outcomes
- alignment with the intent of the standard
Accreditation is not automatic and may be refused or deferred where criteria are not met.
Conflicts of Interest
Reasonable steps are taken to identify and manage conflicts of interest.
Where a conflict exists:
- the individual concerned does not participate in the decision
- alternative assessment or review arrangements are applied
This ensures objectivity and fairness.
Accreditation Outcomes
Governance decisions may result in:
- accreditation granted
- accreditation granted with conditions
- deferral pending clarification or additional evidence
- refusal
Where appropriate, decisions may be reviewed in accordance with governance procedures.
Renewal, Suspension & Withdrawal
Accreditation is:
- time-limited
- subject to renewal
- conditional on correct licensed use
Governance processes support:
- renewal review
- temporary suspension where issues arise
- withdrawal where misuse, misrepresentation, or non-conformity occurs
These measures protect the credibility of the standard.
Misuse & Enforcement
Misuse includes:
- misrepresentation of accreditation status
- unauthorised use of wording or marks
- implication of endorsement, regulation, or guarantee
Governance responses are proportionate and may include:
- correction requests
- suspension of licensed use
- withdrawal of accreditation
- application of unauthorised use fees
Enforcement is applied to protect licensed users and public understanding.
Appeals & Complaints
Applicants or licensees may raise:
- concerns about process
- procedural complaints
- requests for review
Appeals do not re-assess style or preference.
They consider whether published procedures were followed correctly.
Transparency
Qelvea Standards is committed to transparency through:
- published criteria
- clear application requirements
- defined licensing terms
- public register listings (where applicable)
This supports informed understanding of what accreditation represents.
Limitations of Governance
Governance under the RFI:
- does not constitute regulation
- does not replace legal or professional obligations
- does not guarantee outcomes
It reflects administration of a private professional standard only.
