The Qelvea Refined Finish Index™ (RFI) is administered by Qelvea Standards through defined governance arrangements to ensure fairness, consistency, and transparency in all accreditation and licensing decisions.

This summary outlines how governance operates.


Nature of the Standard

The Refined Finish Index™ is:

  • a private professional conformity framework
  • outcome-led and evidence-based
  • non-statutory and non-regulatory

It does not replace licensing, insurance, or legal compliance and does not constitute certification or endorsement.


Independence & Impartiality

Qelvea Standards operates independently from service delivery.

  • No beauty treatments or training are provided by Qelvea Standards
  • Accreditation decisions are not influenced by commercial service provision
  • Assessment, decision-making, and licensing functions are separated

This separation protects impartiality.


Assessment & Decision-Making

Applications and renewals are:

  • assessed against published criteria
  • reviewed using submitted outcome evidence
  • decided through defined governance procedures

Accreditation is not automatic and may be granted, deferred, or refused.

All decisions are made in accordance with published processes to ensure consistency and proportionality.


Accreditation & Licensed Use

Where accreditation is granted:

  • recognition is time-limited
  • scope is clearly defined
  • reference to the RFI is permitted only under licence

Licensed use is governed by published Licensed Use Terms and may be suspended or withdrawn where misuse occurs.


Renewal & Ongoing Review

Accreditation is subject to:

  • periodic renewal
  • confirmation of continued alignment
  • review of licensed use

Failure to renew results in expiry of licensed reference.


Misuse & Enforcement

Misuse includes:

  • misrepresentation of status or scope
  • unauthorised use of wording or marks
  • implication of regulation, endorsement, or guarantee

Governance responses are proportionate and may include:

  • correction requests
  • suspension or withdrawal
  • enforcement action

Appeals & Complaints

Defined procedures exist for:

  • procedural appeals
  • administrative or governance complaints

Appeals assess whether procedures were followed correctly; they do not reassess stylistic or creative judgement.


Transparency

Transparency is supported through:

  • published criteria and application requirements
  • clear licensing terms
  • public register listings where applicable

Listings indicate recognition only and do not constitute recommendations.


Limitations

Governance under the RFI:

  • does not regulate practitioners
  • does not guarantee outcomes
