Purpose of Conformity Assessment

The Conformity Assessment Process exists to determine whether a practitioner, studio, or service outcome conforms to the published requirements of the Qelvea Refined Finish Index™ (RFI).

The process is designed to be:

  • consistent
  • transparent
  • proportionate
  • repeatable

Conformity assessment under the RFI evaluates alignment with the standard, not personal style, aesthetics, or commercial success.


Overview of the Process

Conformity assessment under the Qelvea Refined Finish Index™ follows a structured, multi-stage process:

  1. Application
  2. Evidence Submission
  3. Assessment & Review
  4. Conformity Decision
  5. Recognition & Listing
  6. Ongoing Review & Renewal

Each stage is governed by published criteria and controlled use conditions.


1. Application

Applicants seeking conformity recognition must submit a formal application through Qelvea Standards.

Applications may be accepted from:

  • individual practitioners
  • studios or service providers
  • educators or training entities (where applicable)

Submission of an application does not guarantee approval.


2. Evidence Submission

Applicants are required to submit evidence sufficient to demonstrate conformity with the RFI principles and evaluation criteria.

Evidence may include:

  • documented treatment outcomes
  • structured self-assessment against RFI criteria
  • written explanations of professional approach
  • anonymised case examples

All evidence must be accurate, current, and submitted in good faith.


3. Assessment & Review

Submitted evidence is reviewed against the published RFI framework, including:

  • Structural Harmony
  • Symmetry & Balance
  • Softness & Flexibility
  • Wearability
  • Longevity Readiness

Assessment focuses on:

  • consistency of application
  • alignment with the standard
  • clarity of professional reasoning

Assessment does not evaluate commercial performance or subjective aesthetic preference.


4. Conformity Decision

Following assessment, one of the following outcomes may be issued:

  • Conformity Granted
  • Conditional Conformity (subject to clarification or adjustment)
  • Conformity Deferred (further evidence required)
  • Conformity Not Granted

Decisions are based solely on alignment with the published standard.


5. Recognition & Listing

Where conformity is granted:

  • the applicant may be recognised as Conformant with the Qelvea Refined Finish Index™
  • licensed use of approved marks may be permitted
  • the applicant may be listed on the Public Register, where applicable

Recognition is time-limited and subject to ongoing compliance.


6. Ongoing Review & Renewal

Conformity recognition is not permanent.

Licensed users may be subject to:

  • periodic review
  • renewal requirements
  • random or risk-based reassessment

This ensures continued alignment with the standard and protects the integrity of the Index.


7. Misuse, Suspension & Withdrawal

Qelvea Standards reserves the right to suspend or withdraw conformity recognition where:

  • the standard is misused or misrepresented
  • licensed marks are applied incorrectly
  • conduct brings the standard into disrepute
  • material changes affect conformity

Upon withdrawal, all references to conformity and licensed marks must cease immediately.


8. Independence & Impartiality

Conformity assessment decisions are made independently of:

  • commercial service delivery
  • booking or treatment activity
  • promotional considerations

Clear separation is maintained between Qelvea Standards and any service-providing entities.


9. Limitations of Conformity Assessment

Conformity recognition:

  • does not constitute statutory regulation
  • does not replace insurance or legal compliance
  • does not guarantee individual treatment outcomes

It reflects conformity with the Qelvea Refined Finish Index™ standard only.


10. Transparency & Documentation

Qelvea Standards is committed to transparency in:

  • assessment criteria
  • decision-making principles
  • conditions of licensed use

Documentation is provided to support understanding and appropriate application of the process.
